TCS Parent Council By Laws: Revised & Adopted 2002
- ASSOCIATION
The Country School Parent Council (hereinafter referred to as the Council) is made up of the parents and legal guardians of students at The Country School; membership is automatic upon enrollment of a child in the school. Participation is voluntary and strongly encouraged.
- PURPOSES
- To promote closer communication and cooperation between the home and the school.
- To provide an avenue through which parents may be of service to the school.
- To provide the opportunity for parents to meet and to work together for the school.
- MEMBERSHIP
- Each parent or guardian of a Country School student is a member of the Council.
- All members are urged to participate actively in the meetings, activities, and programs of the Council.
- Each member present at Council meetings is entitled to one vote at any duly called meeting of the Council.
- MEETINGS
- Meetings of the Council shall be held at The Country School or a location designated by the Parents' Council Executive Board.
- The Council shall hold at least three meetings during the school year at least one of which will be held in the evening.
- Special meetings of the Council may be called by vote of the Executive Board. Notice of a special meeting of the Council and the purpose of said meeting shall be announced.
- The date, time and place of the Council meetings, other than special meetings, shall be listed on the monthly calendar and on the school's web site.
- A meeting of all Room Parents shall be held each August and otherwise as necessary.
- Meetings of standing and ad hoc committees shall be held at the call of the Chairperson and announced at the general Council meetings.
- QUORUM
- 5% of the membership shall constitute a quorum for the general meetings of the Council.
- A majority of the Executive Board shall constitute a quorum to conduct business of said Board.
- EXECUTIVE BOARD
- The Executive Board (hereinafter referred to as the Board) shall consist of the following officers:
- President
- Vice-President
- Secretary
- Treasurer
- Community Service Parent Representative
- Administrative Parent Council Liaison (appointed by Headmaster)
- Duties of Officers
- President
- Shall preside at general Council and Board meetings.
- Shall be a member ex-officio of all committees except the nominating committee.
- Shall have the power to appoint standing and ad-hoc committee chairpersons.
- Shall have the power to fill any vacancies occurring among the Board with the majority approval of the Board.
- Shall have the power to fill any vacancies among chairpersons or room parents.
- Shall, in conjunction with the rest of the Board, prepare an agenda for monthly meetings.
- Shall periodically prepare a report on Council activities for the school newsletter.
- Vice-President
- Shall assume the duties and responsibilities of the President in the event of the President's absence, disability or resignation.
- Shall assist the President whenever possible.
- Shall attend general Council and Board Meetings.
- Shall, in conjunction with the rest of the Board and school, organize at least two (2) Parents' Council-sponsored parent education programs each year.
- Shall periodically prepare a report on Council activities for the school newsletter.
- Secretary
- Shall keep the minutes of meetings of the general Council and Board.
- Shall, in general, perform all duties incident to the office of the Secretary.
- Shall conduct all correspondence as directed by the Board.
- Shall notify Council members of the monthly meetings and special meetings, including the upcoming agenda.
- Shall keep on file committee reports, minutes and records of correspondence.
- Shall periodically prepare a report on Council activities for the school newsletter.
- Treasurer
- Shall have charge of all Council monies and shall disperse funds as approved by the Board.
- Shall make a statement of finances at each meeting of the Board.
- Shall provide financial reports and statements, by the end of the current school year, to the Board.
- Shall prepare an income and expense statement at the end of the fiscal year.
- Shall oversee all of the Council fund raising activities.
- Shall, in conjunction with the Board and school, develop a working budget for the upcoming school year.
- Shall periodically prepare a report for the school newsletter.
- Community Service Parent Representative
- Shall attend and oversee meetings and help implement projects of the TCS students' Community Service Organization.
- Shall periodically prepare a report for the school newsletter.
- Administrative Parent Council Liaison
- Shall be appointed by the Headmaster.
- Shall attend general Council and Board meetings.
- Shall serve as a link between the school administration/faculty and Council.
- Shall periodically prepare a report for the school newsletter.
- Terms of Office
- All terms of office for members of the Board shall be for a period of one year and such terms shall begin at the close of each school year.
- Members of the Board may not serve more than two consecutive terms in the same office. No one may serve more than six consecutive years on the Board.
- NOMINATING & ELECTIONS
- A nominating committee consists of the Administrative Parent Council Liaison, one middle school parent, one lower school parent and the TCS Headmaster and shall serve for the upcoming year.
- The nominating committee shall elect a chairperson.
- The nominating committee shall prepare a slate consisting of one nominee for each elected position on the Board.
- All members of the Council shall be notified of said slate at least three weeks prior to elections.
- Further nominations may be made provided written notice of nomination is accompanied by fifteen (15) Council members' signatures supporting the nomination. When additional nominations are made through written petition, the membership of the Council shall be notified of such nominations at least five (5) days prior to elections.
- The election of the Executive Board of the Council will take place at the May meeting of the Council by the members present.
- ROOM PARENTS
There shall be four room parents from each grade, each serving a two-year term on a rotating basis. The Board shall appoint at least one room parent each year to replace the room parents whose two-year term will be expiring.
- Duties of Room Parents
- Shall serve as a link between the classroom and home.
- At least one room parent from each class shall attend Council meetings. The room parents shall encourage attendance at Council meetings.
- Shall welcome new parents into TCS community.
- Shall make the teacher aware of their services.
- Shall participate in fund raising events sponsored by the Council.
- Shall each maintain a complete list of the emergency phone numbers for the students in their class and in the event of an emergency or early closing, notify those responsible for the children in their class.
- On a rotating basis, the room parents of each grade will set up coffee and provide refreshments at the general Council meetings.
- AMENDMENTS
These By-Laws may be amended at any regular meeting of the Council by a vote of two-thirds of the members present and voting provided notice has been given to the members of the Council at least two weeks in advance that the proposed amendment(s) will be presented.
- REPEAL
Upon adoption of these By-Laws at a regular Council meeting, all previous By-Laws are hereby repealed.
